The Supreme Court of Canada ruling was more about whether Quebec was entitled to the registry data for their province that was federally gathered.
Quebec is still free to setup their own registry on their own dime. Realistic estimates for such an effort would be around $C300 million. Quebec is very much in a deficit situation, so it's doubtful if they could cough up that kind of moola. It's not yet clear what teeth Quebec could put into compliance for their province-only registry, since the Feds have bowed out of the registry business for non-restricted long guns.
